Considering it's an apartment, I wouldn't touch anything--even if it's a coop or condo and you "own" it. Actions you take might affect others... Address the owner/coop/condo board with the problem.
And yes, water hammer will disappear when the steam system is shut down.

Water Hammer Solutions
I have steam heating and it has water hammer problems. I live in an apartment. The one pipe makes this hammering, popping, dud sound (not too loud but annoying enough). Should I insulate the pipe? (it is a horizontal pipe that goes through the cieling and below the floor). Should I loosen the vapor equalizing valve? Any solutions?...Also when they shut the heat off in my apartment building will the water hammer noises stop?0
