Looped heating sytem -zone problem

in THE MAIN WALL
I have a three zone system in my mountain cabin. One zone is not working. The thermostat for that room is not working the wallboard heater.
Should I check the TRV for that loop or the thermostat first?..Not sure where to start!...The other two zones (rooms) work great.

    I would

    take the head off the valve and see if you get flow (eliminate the mechanical variable at least). If you get flow, break out the multi-meter...
