Refill Pipes with Water

I had to replace a leaky joint on a baseboard system. Naturally I had to remove the water from the system. I first shut off the water input valve. Then I emptied the system through a faucet at the base of the boiler.
Now I need to refill the system with water.
I turned the water supply back on but the pipes are not filling with water.
What am I not doing?

Feeder
No water going in system what's so ever? Either a faulty shut off or feed valve.....Or maybe you forgot to pay your water bill ?0 -
Re-fill failure
Sometimes when we shut the water supply off for service, the pressure regulating valve goes south. The proplem is mostly from accumulated dirt and built up rust. This seems to happen mostly on older systems with iron body PRVs. not much you can do about it except to change the PRV.0
