honeywell 5100B thermostat

in THE MAIN WALL
I have a steam system.The thermostat is set to 68*.My system goes on at 68*.When the burner shuts off the temp is still 68*.Sometimes it raises to 70*.Is this normal.My other thermostats(also set at 68*), when the burner shut off the temp raised to 70*or 71*everytime it shut off.Why is the RTH5100B not doing this.
