I leave the valve open on my domestic water feed because I believe that it keeps my hydronic heating system full of water and might protect the circs and boiler in the event of rapid water loss caused by a lifting PRV or a major leak somewhere. But I've also read that a leaky regulator could dramatically raise the pressure in the system and cause problems if the PRV malfunctioned.
So is it better to leave the valve open or closed during normal boiler operation?

Close it.
I prefer leaving the feed valve closed. You really should have a low water cutoff device installed, also. Does the house sit empty for long periods of time?
