Help, Circulator Shut-off???

I found a zone in my mother's house with no heat due to a bad Taco Circulator. In my own house I used Webstone flanges which gives convenient shut-offs and makes swapping a circulator fairly simple. She does not have these flanged ball valves, but there is a fitting with a screwdriver slot. This can be seen in the attached photo. I'm not a plumber and I'm not familar with this fitting. Is this to be used as a shut-off? Any info would be appreciated.

It also looks like it is halfway shut.
Make sure you use the proper size screwdriver to prevent stripping the slot and ruining things.

Yes it is a ball valve
without the handle if you can still shut it off, use a big screwdriver and a cresant wrench to turn it if need be. when the slot is across the pipe it is off when the slot is straight up and down its open all the way.0 -

Ball valves worked fine; Gaskets, not so good. Not quite as smooth as I had hoped, but things are back to normal now.
