I have a baxi luna 310fi heating a slab on grade icf house the unit fires for 39 second goes off for 3 min & them refires for 30 sec is that the way it should work tks

No. What kind of piping arrangement do you have? Controls?
Sounds like it could be mis-wired. A constant call for heat with no place for it to go. The boiler bangs off of high limit circulates through its own bypass, cools enough and fires away again.

the sys was just played with it is 2800sf slab icf in eastern ontario 6 zones dhw was fluctuating in temp that is better, the floor heat was lowered installer had it set at too high a water temp but now it seems to take to long too heat. i was wondering if it should cycle off & on or does it modulate tks0 -

It should modulate, but only down to 35k output.
The 3 minute delay has served me well except one small system that I put a 15 gallon buffer tank on to add mass.
The installer should've set up the high and low fire rates w/ a digital manometer. Ask him.0
