How do you calculate what the aprox cost is to run snowmelt in toront Ontario? I know that it will take aprox 150 BTU per sq ft but I would like to know the aprox run time for an average winter. Has anyone calculated total BTU per sq ft based on an average winter?

Depends on
how much it snows and how much you use it. If you know your load (only 150? Just a minor walkway?) plus your heated area and your cost of fuel you can get a "per hour cost".
Multiply that by the number of storms you expect, maybe allowing two to four hours to warm a cold slab (plug in your experiential variables here) plus the duration of the storm.
If you live in Buffalo, multiply by 50
