it is a trap and not the main vent? When you say, "at the top", that became a possibility so I have to ask. If off the bottom of the main it could be a trap.
Is this one-pipe or two-pipe steam and are there traps anywhere else in the system? If one-pipe, the drop to the wet return forms the seal separating steam from condensate.
Photos would be helpful!

STEAM SUPPLY LINE
Here goes, I'll see if I can explain this right. I was working on a residitial steam boiler. Following the steam supply line to all the branch radiator runs and then back to the boiler. Right before it drops down to tie back into the return there is a quick relief steam trap at the top of the run. It is always leaking steam. So I thought it may be defective. Replaced the steam trap. Still having the same problem. What I'm wondering now is should this pipe tie back into the return line or should there be a steam trap at the top of this line at all.
Thanks for the help. Trying my best to learn a little about steam boilers.
