I am no chemist, but the EVOH is simply the oxygen barrier coating on the tube. This barrier slows the transmission of oxygen through the tube. This helps to protect iron components in the system from rusting from the inside out.
In plumbing it is unnecessary because incoming water has dissolved oxygen anyway, and components are designed accordingly. It may be unnecessary in a heating system also if there are no ferrous components in the system.0
