AR co. baseray may need re-piping?

I can't post pics now but some may have seen them in the past. Off the 2" horizontal main some previous sloppy Joe tapped and bushed a 3/4" copper pipe which feeds a 4 ft. section of cast-iron AR baseboard 2 floors up on a residential home. All the rest of the risers are pretty much 1 1/4". This poor boy doesn't get hot often; pretty much just a push from 60^ at night to 65^ in the morning will get him hot. I have balanced my system pretty well with all the right angles and variable venting.this vent is wide open. Would you think a change to 1" black pipe would suffice? Maybe 1 1/4" from the main and then 1" through the walls? I know this: the copper is a bogus deal and should have never been installed on this steam rad. Same thing was done on another argo sunrad in another bathroom which I will change eventually.
