How would you control?

The Taco RMB-1 is a good idea, but would there be a tstat for the rads with their TRVs, set high?

And what would the outdoor reset function of the RMB be doing for the upstairs and all its radiators?

    How would you control?

Mod-con boiler, basement rooms heated with PEX runs in slab floor, main floor above heated with panel radiators. Radiators equipped with TRVs.

Please recommend a good way to set up the controls.

    Control

the boiler to the higher temperature water required (presumably panel radiators) and provide a 3-way valve to mix-down for the radiant floor (presumably the lower temperature).

    DHW priority as needed.

    Constant

Well I would use a pump station with a pressure bypass if all the TRV shut down and a second pump for the radiant . I would use a floor sensor and add a boiler by pass just in case.
    Which boiler ?

    Taco RMB

Seems to me that the simplest way to do 2 temperatures really well without breaking the bank would be to set the MCB to handle the panels and then buy a Taco Radiant Mixing Block to handle the lower temperature slab circuit. You'd have dedicated ODR curves for both temperature circuits and constant circ for your in-floor.
