Temperature couldn't pass 69 degrees

It's very possible your system or radiation isn't sized for that kind of design temperature.
I'm not sure about your states tennant laws, but I think its something like 68 degrees is what your responsible to heat the apartment to. Some landlords install thermostats that cannot be adjusted higher than that.
If the unit is keeping 69 degrees on a 5 degree day, I wouldnt worry about it.
Is 5 degrees normal for your area? Or is this one of the coldest days of the year?
Alternatively, what do you have for a system and radiation? I often see fin tube baseboard so clogged with dust in some apartments that it simply cant convect like it should. Make sure the baseboard is cleaned and it could solve your problem.

Not enough heat
This morning at 6:30 am my tenant called and told me she had the t stat set at 72 but the house only reached 69 and her daughter is freezeing... Mind you the temperature outside was 5 degrees... some folks just don't get it...0 -
Around these parts
we only need to keep a 68 degreee temp in apartments however if it is a boiler with baseboard or radiators it might be possible to raise the high limit a tad to increase output in colder weather. If it is set to 180 raise it to 200 durning the cold spells.0 -
