District Steam and Timer Question

My 3 plex has district steam.
On the main line is the operating valve to allow steam into the main, it is a Honeywell. I beleive this is operating ok.
The item I have a question about is a timer that is 2" square and 3/4" thick. It shows 1 - 8 min. with a dial to set it. It is marked Mars Universal Timer #3239. Is this timer needed? What function does it have? How should it be set?

We'd have to know how it's hooked up
