Room is above set temperature but thermostat is off. Why?

My living room is 7 degrees warmer than my thermostat is set for which is unusual. The thermostat indicator light is off but heat is still coming from baseboard heaters. I have a weil mcclain GV3 with Taco 571 zone valves and white rodgers control relays. Where's the problem?

would be my guess.
Newton's Fourth Law: Gravity Wins.
See if you have thermal traps, flow checks or other means to prevent unwanted convective (gravity) flow.
Edit: As Andrew suggests, a defective or held-open control valve will allow such flow to occur, either by gravity or more forcefully from an adjacent pump.0 -

Could be a bad zone valve allowing flow when any of the thermostats is calling. Check if that zone valve is open with the thermostat off.0
