    A wet-base boiler

has water completely surrounding the combustion chamber. They are more expensive castings hence are priced generally higher.
There is usually more surface area exposed to the combustion chamber than with a dry-base type. With bottom insulation the heat loss downward is minimal.

Wet base tend to have sealed combustion chambers whereby the only air that gets into them is via the burner with the fuel. Oil boilers and power gas boilers fall into this design.

Dry base has, as the name implies, no water below the flame bed. Garden-variety atmospheric gas boilers (the kind where you can see the flame which is exposed to the air you are breathing) are typically in this category. Whether the boiler is on or off, the ambient air can see the combustion path, uncontrolled hence these tend to be less efficient due to higher standby losses. Less expensive too.

These are general comments and observations. There may well be exceptions.

    Wet Base

Boiler will always get my vote, especially if in close spaces. I have seen the back rot and fall out of a dry base boiler catching the cellar stairs on fire. The exact model of each would be helpful though. I am assuming that the Crown is a Cabo2. Also water surounding a fire is usually better heat extraction.
