tstats not shutting off circulator when not calling for heat.

I have wired the tstat. up to 24 volt transformer one transformer has 4 the other has 3. Voltage out of outlet 126, voltage out of transformer. is 34. I have already replaced two and I think I am going to have to replace another one or maybe two.Thank you.
