When a manufacturer lists a net i-b-r rating and then says the rating is based on an allowance of 1.33 does that mean that the boiler is capable of producing and additional 33% of the net load in steam?

    Only when

the system is fully warmed, in theory, and if the piping distribution is not adding too much parasitic load on the way to your radiators.

The 33% surplus is for "piping and pick-up" or non-radiation loads that are not aiding your heated space directly. The 1.33 is for steam boilers; Hot water boilers are given a 1.15 factor.

Normally for hot water, I do not use the I=B=R number. It is too conservative and I like a tight to the number selection where I can.

For steam, I calculate the amount of connected piping, take into account insulation and convert that to EDR. I make sure my steam boiler has the proper EDR rating. The I=B=R rating at that point becomes incidental and a point of comparison.

    My $0.02,

    Brad
