Looking for some information

I am looking for some information. I am working on a commercial project with two steam boilers heating 3 buildings: a church, and 2 schools. They have zone control valves. Is there any way to use hour timers, flow meters or something else so that we can separate accurately the cost of gas usage for each building?
Thanks for the help.

most places program there own flow when programing the boiler controls through a PLC. I would contact Watts or McDonnell & Miller they may have something.0 -
back in the 50's & 60's there were condensate meters used
on district steam. one was Cadilac meter. the home owner was billed by the amount of condensate that passed thru the
meter.0
