Burner won't lite

Burner won't lite. Utica SFH6225 with Beckett CF375. Set burner to spec per Utica 2.00x45B @140PSI. One caveat is that there is an air boot. Only way to get burner to lite is to close that air gate to 30%. I tried to clean the fire up but the burner won't lite afterwards.
