which system is more efficient steam or baseboard hot water? which is more maintaince free?

About the same
assuming both systems are set up properly, and have similar boilers. Certainly not enough difference to justify tearing out the steam. Also, steam has the advantage that the radiators and most of the piping drain dry when the system is off, so they won't freeze and burst if the power fails.
