steam air valve question

I believe I have water hammer in a steam pipe. I live on the fourth floor (top floor) apartment. There is a pipe running through vertically through the bathroom from floor to ceiling. It has a valve labeled "vapor equalizing valve" that is labled number D. It look like a very old valve and I do not hear any steam release from it. I just bought a new valve with the hope it would get rid of the water hammer noise (periodic tapping, knocking noise). I plan on replacing it with a valve (and teflon tape)I just purchased. Should I attempt this? I rather not wait for my landlord to take action because that won't happen. I want to get rid of this noise. Any help would be greatly appreciated. Thanks.

Brian I had a simular noise. turned out to be a valve closed part way in a storage room. the valve and seat were rattling as the steam rose. Check to see if all of your supply valves are fully open.0
