low water cut offs and pr valves

If I came across a job where the pressure reducing valves tend to fail , I would be looking for a system leak...

low water cut off and pr feed valves or just cutoff, opinions?
regarding hydronic systems,I'd like to get opinions on installing only a low water cutoff (with manual ball valve feed), or cutoff and pressure reducing valve.
The reason I'm asking is I'm doing boiler mainteance on 52 units and the pr valves are jamming up, regardless of brass or cast constrution. Boilers are 2 yrs old. I'm going to retro fit cutoffs, but can I leave out the pr valves.
