How low can you realistically reset the water temp on high temp BB or Hydro units before you loose the comfort level and end up with a home that feels drafty?

Fin tube baseboard
output charts generally go down to 140 supply temperature. Slant Fin, for example shows 290 btu/ ft output at 140, whereas 550 at 180°. Same flow rate of course.
I've heard rumors about outputs charts for lower supply temperatures for the condensing boiler fans...?
Fan coils would depend somewhat on the air flow through the coil. Also the delta t on the water and air side. I suspect much below 130° would feel a bit cool?
Lower supply temperatures in either emitter should not "create" drafts. That is more of a function of the building insulation and infiltration rates.
Now a radiant slab could run all the way down to 80 supply temperatures and still give heat to a space
