Adding Radiators in Bsmnt in Vapor System

I would like to have a couple of radiators added to the basement of a 4-floor building which is heated by two pipe vapor system.

The boiler should be able to handle the added load.

But I read that in my type of vapor system radiators cannot be added below the boiler water line.

Any help will be much appreciated.
