hot water control valve

I have an older Crane boiler,which has a hot water control valve. My thermostat is set at 74 but my room temperature will never get above 65. Thermostat checks out fine . Hot water control valve is set at 140 . Is this normal setting for this valve ? How do I find out the correct operating temperture for this valve and furnance ?
