Steam heat control

I live in a 6 unit, 3 story building in Chicago, IL. We have a single pipe steam boiler, and are having a lot of difficulty setting the controls properly. We have 2 outside thermostats, 2 augastats, 1 timer for day or night control, a pressuretrol and another device that looks like another pressure sensor. The units farthest from the boiler are a little chilly and the one closest to the boiler is too hot. Any advice...
