Webster Steam Supply valve

As I was attempting to open the steam supply valve on one of my radiators (circa 1925) I noticed that there is neither a control lever on it, nor any way to turn it to "open" or "shut". I know that it is not open because it remains cold when the boiler kicks on. There is a smooth shaft without indentations. I am tempted to take locking pliers to turn it counter-clockwise, but I know this must be wrong, and I am afraid I will ruin the valve. Can you give me any suggestions on how I can turn on this radiator? Thank you.
