You can try holding a piece of tissue paper over the hole on the vent to see if it gets damp with condensation. If so, it's leaking and you ought to replace it. Be careful, of course, not to burn yourself!

If it's severe enough (too many broken vents), your system will lose water more quickly than normal, which isn't good since an overdose of fresh water tends to shorten the lifespan of the system. Also, your system will have a harder time coming up to pressure, which means your boiler will run longer, though in some sense this may not be a loss of energy since the excess energy is going into your living space anyway.

    hissing air vents

    I have a one pipe steam system heating 19 rads. When the rads heat up fully, the rad vents continue to hiss. Is this normal? my understanding was that when the steam replaced the cold air in the rads, the vents should shut off. Am I correct? Is this bad for my fuel bills?
