steam heat

I am working on an older restaurant/hotel bldg with steam heat. The owner closed down the rooms upstairs in a 2 story bldg. She wants to maintain the radiators in the 1st floor restaurant. This is a 2 pipe system with air vents at each radiator. There are no main vents. I have installed a gorton #2 main vent at the end of the main and repaired the vent at the dry return. The vast majority of the venting in this system was being accomplished by the upstairs radiators which are now shut off. The boiler is listed at 330,000 to heat this large structure on natural gas. My dilemma is being able to heat 3 radiators on the 1st floor to heat downstair with this system and maintain some effeciency. I hate to install a smaller boiler as the owner wants the option of using the upstairs. Any suggestions? The thermostat is located on the 1st floor.
