Hydronic Radiant of Finned baseboard

I want to to install baseboard or radiant in the basement of a 60 year old home. The concrete floor needs some levelling. The oil boiler is a Kerr CE5, also I have a new oil water heater that is radiant capable. The radiant install would require some higher costs due to the floor and concrete work required. The room that is most important is a walkout with 1.5 inch styro insulated walls and is 27l x 12w.Would insulating the floor with 1.5 inch styro and using baseboards be as comfortable as the radiant,also, which wolud be cheapest to run?

Going the radiant would certainly be more comfortable, but as you stated, a more expensive installation too. 1.5" floor insulation is always a "plus" no matter what method you go.
BTW-I have installed alot of those Comets, nice working outfit!
