Steam Unit: Some rads hot...some not

Hey:
I have read the info within this site and thought that I would email anyways.
I recently purchased a building with steam heating. The problems that occur are:
1) Some units not receiving any heat
2) Some units work one day...and not another
I will assume that this unit is a one-pipe since there is an end run rad in our storage room with no pip coming out of it.
We did install auto bleeders and this did not help. It was suggested that we open all the bleeders...but then I read that they should be opened gradually from the units closer to the boiler.
