Circulator pump dying? and pressure question

HO here with a couple of more questions for the experts:
I have a two pipe, single zone, hot water system. My boiler is a 20+ year old Hydrotherm. I am fairly certain that it is oversized, but maybe not. It always keeps us warm on the coldest days, even though our 1920s brick house has a very low R value on all the walls.
Question 1) My circulator is making an odd noise. It kind of sounds like a slipping power steering belt on my old 1972 Cutlass. The pump is a B&G Series 100 and is roughly 1 year old. It makes the noise roughly once an hour for 30-60 seconds. Is it dying already? I oil it once a month with 5-6 drops of oil in each of the three inlets per my installers instructions. Thoughts?
2) I use a minor setback during most of a day. I run at 67 from 11pm until 5pm the next day. Then I run at 69 from 5pm until 11pm. When it is really cold (say 20-25F or less), my boiler pressure shoots very high during the upswing from 67 to 69. Pressure raises to 25-28PSI depending on the temp. Water temp shoots up as well, but I believe that is OK. Once the boiler has satisfied the call for heat and it gets back to "normal" operation, the pressure settles back down to the 15-20PSI range. I'm concerned about the pressure spike though. The expansion tank is an Extrol Model 30 and is also one year old. Is this possibly undersized or not functioning correctly?

I have a pro, but am only marginally satisfied with their help. They are an HVAC company with some boiler experience, but they were about the only option in the yellow pages.
