Anyone have any idea what kind of fuel saving might be had with the proper installation of an appropriate vent damper on an atmospheric natural gas fired steam boiler?

    It varies

depending on the installation. You'll get the most savings if you have an old chimney that could pull draft thru the coal bed in an old coal-fired boiler. Since you have steam heat, your chimney was probably designed this way. Some of these chimneys can pull small children up to the roof, and they can suck all the heat out of an atmospheric gas boiler on the off cycle.

If the main gas valve is not of the "redundant" (dual-seated) type, it must be upgraded for use with the vent damper. If your boiler has electric ignition, the gas valve should already be a redundant one.

The installation should be handled by a pro with proper test equipment to verify proper operation. Try the Find a Professional page of this site.
