Single loop baseboard - common return path question

We had a plumber install hw baseboard in a bonus room over our garage. It is a single loop, on it's own circulator. Due to the configuration of the room, and pre-existing construction, it is a single loop with the physical return path being the same as the supply path. He installed the loop such that within each radiator enclosure, the hot water from the furnace is going through the pipes WITHOUT the fins, and the return is going through the pipes WITH the fins. The pipe WITHOUT the fins is physically on top of the pipe WITH the fins. We questioned him on this and he said that is how it should be. It does not make any sense to us - can someone please comment on how this loop should be configured - should the return be on the top or bottom within the radiator enclosure, and should the hot water from the furnace be going through the pipe with the fins, or without the fins? Thanks in advance for any insight.

In my opinion it is 6 to one, half a dozen to another,.. Any heat loss from the pipe going above the fins will still get out of the baseboard enclosure in the form of a convective current.

    It's fine.
