Doing his job, but doing it VERY WELL !!! There is an "allowable space" listed in the boiler/burner drawings to make it work properly in reguards to space under the burner/fire, and when that space below the fire bottom decreases, the fire does funny things and makes heat transfer muted. With oil boilers, in general, the water flows below the fire (wet base) and needs to be heated as it passes through it to work effectively.When it doesn't ....it creates smoke, flame impingement and soot that will directly affect the ability of the flame to transfer its heat completely.
This is the reason that most oil boiler manufacturers switched their front door designs to "swing" doors about 5 years after the 68 series was introduced...and when it was painted GOLD.
Your guy is giving you the truth. If he says that the firebox should be replaced too, trust him.It will be a small investment for the amout of savings you'll get from it in the long haul. Just My Enlightened experience, in the case of W/M. Chris

I have a WeilMcLain368st oil fired boiler it is used for heat and hot water all year long , my boiler man wants to take the front coveroff to clean the boiler. The boiler was put in 1994,it has been serviced every fall, this is the first time this was done, any idears to the need for this service, thanks tom0 -
Everytime the flues are brushed the stuff falls into the fire box. The service guy sounds like he is doing his job.0 -

That Is A Competent Serviceman
I'd keep that guy. Are you using a different service company then in past years? I was taught to pull burners every second year on boilers with combustion chambers (fireboxes); yearly on boilers without.
Be aware that you probably will need a new chamber kit; Weil McLain chambers are notorious for their short life. Congratulations on finding a good serviceman.
