a DMM V-O-M buy the price, after they go RMS they're all pretty much the same.

    RMS meter

    Fluke is the best, but if cost is a big factor, the UEI DL259 is a good substitute. Probably not as durable, but I have been using one sucessfully for about a year now and I haven't had any complaints.
