Radiant off of a steam boiler help

Hi wall people,
I've done radiant for years with Viessmann and Buderus but have never done a radiant job off of a steam boiler. I will not do a "on-off" system; that's lame. Is there a way to do a constant circ with room sensor? I haven't done any Tekmar; is this the way to go?
Obviously I'll need to set up a HX, all that stuff I can deal with.
