I was going to suggest the same: Make sure that the vents, especially the mains, are the right size.

Whistle at end of heat cycle
I have a one pipe steam system. After the system heats and just as it starts to cool down a number of radiators start to whistle. VERY LOUDLY. The system did this when I got the house so I replaced all the rad vents with gorton. Now it's just as bad or worse. Any thoughts?0 -

that it is a vacuum that is forming. It usually does not mean much...UNLESS the whistle comes when the boiler FIRST TURNS ON!0 -

I had one that would do this when the vent was removed. Any chance you have a missing vent? just a thought. Do you have main vents? They suck air big time when they cool off. My Gorton mains are big and silent. Are yours in good shape and letting air back so they don't have to suck through the rads.? Just thinking, hope it helps.0 -
It sounds like his mains are small or plugged up and not letting the pressure/suction release in the basement. Let us know.0
