How does a fuel pump with a tiger loop work with no bypass plug?

Would work for a month and then we would have to go back and
prime.After running pump test and inline vaccum test all seem to checkout ok.

Then after three trip I call the person that installed the
system and asked did you install the bypass plug?
His answer was not sure.Sure enough no bypass plug.

I guess being we used the handpump to pump oil from the tank to prime the filter and tiger loop was the reason we
missed it.

I always assume that it would not work as a two pipe system
at all without the bypass...and it did.

What am I not understanding?

    It will work as a one pipe system and all will be fine until either an air leak or high vaccum create enough air to not pass through the pump.
