No Heat 1 Radiator

Had a plumber relocate existing steam line app. 7' and installed a new sunrad radiator.Radiator is on a inside wall. Before he relocated line old radiator worked fine. Now every radiator gets hot in my house except this one. When house has a 10 degree rise on thermostat in the morning it gets hot,but when it only has to heat up 2 degrees the boiler does not run long enough for the new radiator to get hot. Plumber wants to move thermostat to another location so that the cyle on boiler runs longer. He feels that it is in a location which the radiators are shutting it off fast. Thermostat has been there since the house was built. Please advise me and give me some ideas..
