Barometric on Atmospheric

Ever since I got a real combustion analyzer (the previous one was inflatable. Customers recognized buttons were made with a sharpie. Bad for business), I've come to the conclusion that the biggest problem with the traditional atmospheric boiler is the utter lack of control over excess air. Particularly newer boilers with very old and large chimneys.

Am I missing something obvious (and do tell if I am) or would it make sense to eliminate the draft hood and install a barometric damper instead, adjusting via analyzer readings?

If it does make sense, is this one of those issues that qualifies as changing the original equipment, thereby allowing lawyers to decide what is sensible and economical?

I'd appreciate any insights anyone would care to share on this subject-
