need more heat i think

I have a buderus boiler , three way mixing valve,pro 301 outdoor reset controler.1/2 inch wirsbo pex on 12 in centers set in 2inches on above floor concrete cover with kahrs wood floor.
My question for the pros is under normal temps ofr the seattle area i have a fairly constant 10 degre delta t but when the temps go down the delta t becomes closer.Today the ouside temp was 25 and the supply water was 101 and the return water was 97.5.The room starts to feel chilly at that temp.Should i be running hotter water?
Please let me know if i need to supply more info.

slow the flow.
do you have flow control built in to your manifolds? By slowing the flow you will leave more heat behind.
Might look at it this way.. seeing how it is cold outside.. The floor has been calling for heat on a more regular basis.. The floor might actually be very warm. Therefore. You need hotter water if the room is still chilly.0
