air vents and heat across rads.

in THE MAIN WALL
I have an old steam one pipe system.I have trouble getting heat across the whole radiator in one room upstairs -last one.Replaced the air vent on last rad on system as others seem okay.Should all vents be fully open or adjusted until rad is fully heated across? What if I cannot get it to heat all across-live with it? New vent I installed did wonders for noise factor I was having also.System is now pretty quiet.

I bought and used Dan's book and it helped me lots. Thanks again Dan.
