can I shut off floor 1 of steam heat and keep floor 2 on?

QUESTION: IS IT SAFE TO SHUT DOWN VALVES ON THE STEAM RADIATORS ON THE FIRST FLOOR OF MY BUILDING WHILE LEAVING THE RADIATORS OF THE SECOND FLOOR ACTIVE?
I HAVE AUXILLIARY FORCED AIR HEATING FOR THE FIRST FLOOR.
