Does anyone know what the venting capacity is for a Vent Rite #31?
I cannot find this vent in the capacity chart nor anywhere on the web.

That's one I'm not familiar with
but it is likely too small for the job. If this is a one-pipe system, measure the length and diameter of the steam mains and dry returns and we can tell you what you need.
If this is a Vapor system, how many radiators discharge into the dry return where the vent is?

No - this isn't a vapor system - just another knuckhead job.
Last year you suggested Hoffman #4 on each of my mains.
I will remove this vent once I install the main vents.

the vent rite # 31 is and 1/8" male straight vent. vent port opening is 1/16". good for convectors, short mains and risers. maximum operating pressure is 3 psi. regards, t.p.0
