4-Pipe System Controls - Condo Building

Hi, I'm looking for a thermostat that can control a 4 pipe system in a condo highrise. I need to find one that runs on a 120volt system. So far I've found two - both commercial application models.

Honeywell T6575B1003 - This model is nearly perfect, It has manual switch over from heating to cooling, but no auto shut off for the blower once the room reaches a preset temp.

PSG Controls Nepra III - This model is fully automated and cycles from heating to cooling and has auto shutoff for the blower. The auto change over from heating to cooling is its downfall as well since the condo has two units and they tend to compete which leaves both cycling between hot and cold.

I'd like to know if there is a thermostat out there that has the best features of both of the above units. Particularly one that allows for manual control of heating or cooling and one that shuts the fan off when it hits the preset temp.

Any help would be greatly appreciated.
