    We are experiencing severe corrosion in steel water mains, the rust breaks loose (6-inch mains) and collects in small bore distribution piping. Rust particles also block moyno orifice plates--this is single pipe diverter tee system.

    ... corrosion like that, that will be the result of serious on-going leaks in your system. Make up water for systems like this is just full of dissolved oxygen that will eat your system alive.

    We are addressing leaks in the piping and we are also installing a new make-up water system. Any thoughts on how to clean the steel piping to remove existing rust and on wether or not to install a chemical in the hot water circuit to prevent future build-up of rust.

    Addressing the leaks

    of course is the first order of business. Next is removal of scale, sludge, microbes that all clog valves and foul heat transfer surfaces. Next comes pacification of the metal, coating it with stable oxide that forstalls future deterioration. Then you should look at a treatment that scavenges oxygen, maintains pH at specified levels (usually about 8.0 but depends on the metals involved. Air control is an ongoing concern but once tamed should remain stable.

    If you have serious concerns about corrosion (ie: metal wall thickness falling to critical levels) get a bona-fide chemical treatment analysis to see what is causing it and what the critical wall thickness is by making coupon cuts and sending them to a lab specializing in water treatment.
