It would really be best to check with your state and/or local codes. In most cases you're going to find you'll need to use steel pipe and the appropriate fittings.

NFPA31 offers a great guide to the proper installation of tanks fill's and vent's for fuel oil. But again make sure it meets the codes in your area.

proper piping for feed and vent

I have never piped an oil tank before and always see them done in steel pipe, can you pipe the vent and the fill in copper tubing or must you use steel pipe?
The other question i have is if it is done in steel is there a type of fitting that you can use other than ips thread type to make install easy?

    oil tank

Please hire a professional to do the job. In this day and age one can't afford a fuel spill due to incorrect piping.
