water meters

ok , ok , this isn't about heat...but
what i have for a question is if i have a water meter that reads in CU ft' ..and says 10 cuft on it....
does that mean if the reading on the meter is 084310 the first zero being red in color and the last one black..
is that 084,310.0 or 08431.0 ....if it is 8,4310.0 and there billing me on 84,310 ...thats like a 20to30 doller a month diff on my bill......
any city water dep workers here ?????

that depends on the meter
some are zero, some are point zero, All you have to do if you are doing the reading is to make sure you add all the zeros. After all, you are being charged for only the water you are using0
